As a result of an ongoing options appraisal exercise the University has decided to reposition its campus in Dubai in line with the University’s Strategy 2025, its themes and in accordance with its values.
The thrust of this major initiative is:
- Build the University’s presence impact and future business growth through a major transformation change project.
- To secure for access in January 2021, the optimum premises and fit out design to support the delivery of Strategy 2025, with particular focus on our learning and teaching strategy, the student and staff experience and the emerging strategy for research and enterprise in Dubai;
- To deliver a successful transition from current arrangements to a new way of working, creating a range of opportunities for growth and development and improvements for staff and students;
- To establish a full suite of Professional Services in Dubai, delivering excellent services in accordance with the ethos of ‘Building our Commonality’, shaping a globally connected university and flourishing communities in all our locations;
The Programme will be managed by an international team, based in Dubai and Scotland, led by the Project Sponsor. The Project Sponsor and Senior Programme Manager will be located in Edinburgh; the Senior Project Manager and Project Manager will be based in Dubai, working closely with the Dubai Campus Vice Principal, Deputy Vice Principal and COO. Project resources will be allocated in order to drive and deliver the programme aims and objectives.
Detailed Description
We are seeking to appoint a highly capable and driven Senior Project Manager to lead and manage this strategic change initiative for its Dubai Campus.
The role holder will be responsible for managing strategies, project planning and execution activities, and coordinating resources to deliver the project effectively to budget and demanding timescales across three critical work streams:
- Academic – (Focussing on Academic Plan & Delivery)
- Professional Services – (Delivery of the full suite of professional services)
- Infrastructure & Fit Out – managed via external project management and cost management consultants
As well as working closely with the Dubai Senior Management Team, the role holder will also report directly to the Senior Programme Manager in Edinburgh with formal outcomes of each work stream fed through to the programme level and the Project Sponsor. Keeping close engagement and communications across the two campuses; linking up the project and programme levels is critical to this role.
Key Duties and Responsibilities
The post holder is required to:
- Provide high level professional project management to secure effective delivery across the strategic aims and project deliverables, spanning multiple work streams.
- Provide senior leadership on project management to the Dubai Campus Senior Management Team and play a leading role in coordinating the Dubai based project activity into the Programme level, using high level skills in stakeholder management, reporting and communication. This will include influencing and negotiating using complex information.
- Play a proactive lead role alongside the Dubai Campus Senior Management Team in planning and managing transformation change initiatives with staff and other stakeholders, focussing in on excellent communications and connecting across workstreams to ensure a holistic approach.
- Lead on the identification and articulation of risk through clear and effective reporting, coordinating mitigation plans and seeing through actions to manage the risk profile to acceptable net levels.
- Responsible for effective reporting at project and up to programme levels, supporting the overall PMO function. Responsible for detailed project plans for all phases of the multiple work streams, including status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating these across leadership. Also, supporting the Senior Programme Manager and Project Sponsor in drafting necessary project documentation such as Business Case, Proposals and Risk Registers.
- Provide leadership for the project teams to meet project goals, adhering to their responsibilities and project milestones. In collaboration with the work stream leads, manage all aspects of the multiple work streams to ensure the overall program is aligned to and directly supports the achievement of strategic objectives.
- Work closely with the Senior Financial Adviser to the project to coordinate costings and financial reporting, in particular in relation to the workforce planning in the Professional Services project and in outsourcing arrangements. Support the project to procure adequate resources to achieve project objectives in planned timeframes. Lead on planning resources and priorities for activities, monitoring progress to ensure achievement of targets, which may require coordinating the work of a number of teams or projects. Involved in budget planning, along with financial and other senior staff.
- Manage the Project Manager and lead on the recruitment process to appoint a qualified individual to support the project goals. Clarify team requirements, agreeing objectives formulated from the strategy of the University. This includes providing feedback, support and guidance, and recruitment and selection of team members, selecting appropriate colleagues for each project.
- Train or guide other members of the team on specific tasks and activities, giving advice and guidance from their own knowledge, identifying any training needs. Monitor and assess achieved learning through observation and feedback, and provide mentoring and guidance to team members.
- Contribute to operational and strategic decision making in a number of ways, both independently and collaboratively, such as determining deadlines for the project taking account different views, and advising senior officers
- Use initiative to resolve problems that arise such as requiring solving a wide range of technical problems, drawing on experience and knowledge, using analytical techniques.
- Identify and use appropriate existing methods of analysis or investigation as required, obtaining additional information as the investigation develops.
- Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
- Assist in dispute, negotiation, arbitration or litigation, as needed.
