We are looking for a Head of Training to ensure that all aspects of the Serco IAL Limited - Sharjah Branch Training Department are managed efficiently, effectively, and in compliance with the rules and regulations applicable to the GCAA, Serco, and DCA Sharjah. The role is also responsible for ensuring that all employees are treated fairly and in accordance with Serco's Code of Conduct.

The Head of Training will be responsible for managing all aspects of Air Navigation Services (ANS) standards and On-the-Job Training (OJT) within the ANS Department. This includes the provision, development, and maintenance of standards and OJT programmes for Air Traffic Control Officers (ATCOs), Air Traffic Control Assistants (ATCAs), and other ATS personnel. The role will oversee training delivery for both UAE Nationals and experienced expatriate ATCOs.

The position will advise ANS Management on all matters relating to ATS standards and operational training. Responsibilities include designing, developing, implementing, administering, and managing training programmes and courses.

If validated as an Air Traffic Control Officer (ATCO), the successful candidate will be required to maintain operational currency and undertake Controller in Charge (CIC) duties as required. The position holder will comply with all accountabilities and responsibilities assigned to ATCOs and CICs in accordance with applicable policies and guidelines.

Key Accountabilities
\[ Manage and direct all Air Traffic Control Officers (ATCOs) regarding their training requirements.
\[ Compile, maintain, and continuously update the Training and Competency Manual (TCM).
\[ Ensure the training of all ATCOs is conducted in accordance with GCAA rules and regulations.
\[ Ensure that all ATCOs are scheduled in line with operational and training requirements.
\[ Communicate training schedules and staff development programmes to the Head of Operations (HoO) and the Unit Scheduler to facilitate accurate and effective roster planning.
\[ Ensure that the Scheduling Officer tracks all upcoming competency checks and any other training required to meet operational needs.
\[ Liaise with the CATSM / HoO to select suitable ATCOs as On-the-Job Training Instructors (OJTIs) and Local Competency Examiners (LCEs), ensuring they are assessed in accordance with GCAA requirements and that their performance is continuously monitored.
\[ Conduct Assessment of Professional Competence (APC) evaluations as part of the selection process.
\[ Ensure that all Emergency Continuation Training is completed in a timely manner and in accordance with GCAA requirements.
\[ Ensure all ATCO licences are maintained and renewed in accordance with GCAA regulations, including obtaining the necessary endorsements following licence issuance.
\[ Ensure all ATCOs undergo their required competency assessments and Annual Certificates of Competency (CoC) renewals in a timely manner.
\[ Ensure that all newly appointed ATCOs receive a comprehensive briefing on ATC operations and their respective training programmes.
\[ Ensure that newly appointed ATCOs are assigned to an OJTI, receive comprehensive training, and are subsequently assessed by appropriately qualified personnel, such as an LCE or ATC Examiner.


Specific Requirements
Safety Critical Competencies
\[ Adhere to CAR-compliant working hours and rest breaks, and coordinate the training and development requirements of other ATCOs.
\[ Maintain a valid ATC Licence and Certificate of Competency (CoC), where validated.
\[ Hold a valid Class III Medical Certificate, where validated.

Knowledge
\[ Comprehensive knowledge of CARs and ICAO rules and regulations pertaining to the operation and delivery of Air Traffic Services (ATS).
\[ Expertise in training design, development, delivery, and evaluation.
\[ Experience in assessing participant competency levels and evaluating training content.
\[ Ability to design solutions to address training deficiencies, performance gaps, and shortcomings in training materials and programmes.

Skills
\[ Ability to achieve high standards of customer service, quality, and attention to detail while supporting airport growth and the increasing operational complexity associated with a larger airport environment.
\[ Excellent communication skills, with a proactive approach to work and a strong team-oriented mindset.
\[ Ability to maintain a confident and professional approach at all times, enabling the effective resolution of conflicts and delivery of appropriate solutions.
\[ Experience delivering training in classroom, simulation, and online learning environments.
\[ Comprehensive knowledge of aviation Safety Management Systems (SMS) and the ability to ensure compliance with industry standards, legislative requirements, and operational procedures.

Experience
\[ A minimum of 10 years' experience in operational aviation and aviation training roles.
