Job Purpose:
The Technical Development Manager will be responsible for the development, design, and systems integration for all new TASJEEL centers & to develop the new technical procedures for vehicle testing. He will also be responsible for the overall smooth technical functioning of all Tasjeel sites ensuring transfer of methodology and process of vehicle testing & ensuring the delivery of a first class and quality service in line with RTA specification. Overall management of all Tasjeel EHS activities. In addition, also acts as Tasjeel's focal point of contact with business partners and relevant external authorities and ENOC internal departments. Also, Initiates, develops and implements and oversees attainment of the technical standards to ensure that company processes are adhered to and continuously improved for Tasjeel Operations.
Principal Accountabilities:
Technical Solution Development and Delivery:
• Provides technical direction for the development, design, and systems integration for client engagement from definition phase through implementation.
•Designs and executes development plans and revises as appropriate to meet changing needs and requirements.
•Reviews and analyses system deficiencies and implements effective solutions.
•Designs new technical inspection services with added values to customers & generating high revenue to Tasjeel like comprehensive test, CCM test & OBD in order to increase the support services income to be 50% of testing income.
•Adopts new technologies to reduce customer waiting time as example vacuum system to shift vehicle keys & documents from test bays to registration building. Applies significant knowledge of industry trends and developments to improve vehicle testing service to Tasjeel clients.
Technical Operation & Maintenance:
•Facilitates the development, implementation and adherence of testing standards in partnership with business partners (RTA, Sharjah Police, Dubai Civil defense, Dubai Municipality, ESMA (Emirates standardization and Metrology Authority) etc.)
•Evaluates and implements training and development needs for technical cadre of staff. Ensures staff compliance with existing measures for reporting testing efforts.
•Manages Vehicle Testing or Aggregates Testing activities: mobile crane, ADR (dangerous goods vehicles), food transport vehicle including Test Planning execution, validation testing for vehicle parameter etc .
•Overall responsibility for the achievement of the testing bay targets per tester/per Day/month/year, at the Tasjeel sites.
•Ensures that all the site managers and the site staff, especially the test bay staff is working as per the parameters laid down in the Working Procedures Manual and RTA parameters and rules.
Client Management:
•Manages client interaction and expectations regarding development efforts.
•Communicates effectively with clients to identify needs and evaluate alternative Technical operational/ technical solutions.
•Continually seeks opportunities to increase customer satisfaction and deepen client relationships.
•Builds a knowledge base of each client's business, systems and objectives..
EHS:
•Enforces EHS standard policies and procedures in Tasjeel's sites & head office.
•Ensures that all relevant EHS KPI's outlined in the balance scored card are measured and tracked on a periodic basis to improve internal processes and customer satisfaction.
•Ensures that the site management & test bay staff maintains EHS rules & regulation. Coordinates and arranges all EHS related trainings for new and existing staff.
•Coordinate periodic EHS inspections with EHS inspectors. Prepares EHS KPI Monthly report.
•Evaluates and assesses new test equipment to ensure compliance with EHS standards. Periodic inspection of tooling to be certain of safe, usable condition.
Technical IT Support:
•Identifies and communicates IT requirements for all Tasjeel projects.
•Ensures that the IT services offered to sites, by the IT services provider, are maintained properly.
•Ensures training is provided for Tasjeel staff upon new/changes in IT systems.
Site Image:
•Ensures that the site management & test bay staff maintains an excellent image of the testing operations and a proper projection of the same to the RTA authorities and to the customers.
Processes Improvement & Development:
•Identify, select, structure, and prioritize process improvement initiatives within Tasjeel sites to ensure alignment with the objective to increase operational efficiency.
•Bench mark the internal vehicle testing processes and parameters to the international best practice standards.
•Evaluates, maintains and improves vehicle Testing roles and responsibilities within the testing development life-cycle.
Minimum Requirements:
•Bachelor Degree in Automobile Engineering from a recognized institution.
